With him it is nice so that you can have useful effects after using up your Counter Blasts and a non limit break effect which will prevent you from falling too far behind just in case you have to ride him. The Legion skill for Seimei is quite good. The deck will be based around the legion pair Onmyo Stealth Rogue, Seimei and Transformation Stealth Rogue, Kuzunoha.
